Key Legislative Priority Passes General Assembly

One of the Pennsylvania Association of Realtors®’ key legislative priorities has been approved by the Pennsylvania House and Senate and is headed to the governor’s desk for signature into law.

PAR pushed for Senate Bill 838 (Culver, R-Northumberland), legislation that would amend the Private Licensed Schools Act to clarify that real estate and appraiser schools are exempt from the act. SB 838 ensures that these schools are not subject to duplicative regulation and fees within the commonwealth, as they are already regulated by the Department of State.

SB 838 passed the Pennsylvania House of Representatives unanimously, after previously passing the Senate unanimously in 2025.

To achieve this success, PAR engaged a member-wide Call to Action to the House of Representatives over the last several weeks, asking members to contact their representatives. PAR members sent over 750 messages to the House asking for their support of SB 838.

SB 838 was specifically advocated for by Realtors® during PAR’s annual Realtor® Day on the Hill event in June. More than 275 Realtors® attended and made their voices heard in the Pennsylvania Capitol.

SB 838 now heads to the governor for signature into law. Please watch for additional updates in JustListed and the PAR Capitol Report.
